Lakes Framework

The farmework is codeveloped with BBMP and Friends of lakes to guide the sustainable management and rejuvenation of shallow urban and peri‑urban lakes across peninsular India The document aims to support collaborative lake restoration by integrating ecosystem health, community involvement, governance, and climate resilience.

Impact Benefits Observed

It provides a systematic, science-based, and locally contextualized approach that integrates hydrology, ecology, community engagement, governance, and climate resilience. This ensures that rejuvenation efforts go beyond beautification to actually address root causes of lake degradation. The framework also promotes collaborative decision-making, bringing together civic agencies, experts, and local communities, which builds long-term ownership and accountability.

Data Requirements

hydrological data such as catchment boundaries, inflows/outflows, groundwater interaction, and rainfall patterns; water quality parameters like BOD, COD, nutrients, and pollution source mapping; ecological data on aquatic biodiversity, vegetation, and habitat condition; and social data on community usage, cultural practices, and local governance structures. It also requires infrastructure-related information like lake boundaries, encroachments, STPs, and maintenance responsibilities, along with climate-related data on drought, flooding, and heat vulnerability. These datasets gathered through GIS, field surveys, community mapping, and institutional records form the basis for designing context-specific, inclusive, and climate-resilient lake rejuvenation strategies.

Objective

The objective of the framework is to guide the sustainable, ecological, and community-driven restoration of urban and peri-urban lakes. It aims to restore lakes as functional ecosystems that support flood management, groundwater recharge, and biodiversity, while promoting collaboration, data-driven planning, and climate resilience.
